For some Americans, especially African Americans, there is also history. Governments in this country have tried all kinds of ways, including intimidation, bureaucratic rules, poll taxes and outright violence to keep them away from the polls. A law requiring a photo ID could be seen by minorities as just another way of keep them from casting their votes.
